Our Sheriff, Vince Owen, has made some very good points on this subject *see the previous post* so we would like to "revisit" this subject a little more.
Vince could you please post exactly what issues need to be resolved on 911 as you mentioned in your prior comment? Are these issues that we need to know concerning 911?
Speaking from a citizen's view on this, we understand that RC would need equipment to handle the incoming/outgoing calls plus people to do that, certainly more training involved if RC was to take all incoming 911 calls....but is there more to 911 than what we citizens see? What are the cost ratios as to having the needed equipment/operators compared to costs of paying another county to take the initial calls and notify us?
We've had charges on our telephone bill for more years than I care to recall earmarked for the 911 system, but so far all we have seen from those charges are some road signs (put up when the county was back against the deadline I might add). Most rural residents have gotten a mouthful for a new address and that's about it so far.
Vince also suggested that everyone contact your CC and let them know that you want this very important issue decided by THE PEOPLE and not a few who have shown they don't give a hoot about what is best for Roberts County. Contact your area commissioner (who works for you no matter what he thinks) or go to a county meeting and voice your opinion please!

They have equipment and Sheriffs Dispatchers are all trained in it. They are doing all the 911 now and doing a great job. His dispatchers know the county versus a out of town place. I talked to Sheriff and appoxametly 25% to 30% are 911 calls coming in. Therefore you need all dispatchers to handle those calls plus every thing else they are responable for. Thats Hortons thing he thinks you can elominate dispatchers and hes wrong!!!!! He just don't understand what it takes to run this jail. Why should we pay another county to take our 911 calls when we need dispatchers any way? 3 of them are still trying to cause problems for Vince and Chad. They are taking Federal prisoners now plus transporting them, have DOC Adults and juvies, out of county juvies and are working on a BIA contract. What do those fools want???? Was,is and always will be GC
This is the first month I have been invited to meet with the 911 director out of Watertown. Previous to this, only the commissioners met with them.
Some of these figures or from the hip but they are pretty close.
We pay about $15,000. to Codington county now for taking the southern part of our county.
I'm not sure what the total cost would be for the whole county since I have just been let into the loop. But Codington would take 75 percent of all monies generated for 911 in our area. I guess Dawn would have the figures if you needed them.
The system would offer the ability for our officers to see the location they need to go to as well as thier location as they are responding to a call.
I have checked on the cost but in a few years, I'm sure we could upgrade to have that capability ourselves.
The bottom line is simple, although I told them I was interested, I still feel the underlying reason for this 911 contract was to cut cost and attempt to save some money. ( Some of the Commish.)
I had one tell me thats what the plan was, so there you have it.
No matter what is decided, we will still need our dispatch to take the local calls. so the concept of cutting my staff really wouldn't fly anyway.
I honestly feel this is a county group issue, this includes all fire and rescue personal in the county. But more importantly, it is about the safety of the public.

The new jail was equiped with a new system in dispatch. A majority if not all of the funding came from the 911 monies.

Thank you Vince. As I put on another site I heard Horton myself say he was going to cut dispatchers. He and the other 2 just won't let up on you. Hang in there we will oust them come election. Just Pray they don't damage our County to much in the mean time.
I gave attended many meetings some of the county residents are having over the 911 and other essues we are unhappy how the commissioners are handling them and I can say many of us have contacted our commissioner from our district to express our concern over something and we have been placated by them. Except for George and Zimmpel they could care less what we think. Those in the 2 aboved named districts have no complaints as us in Hulls,Hortons and Roger N.'s diatricts have nothing but complaints at how they handle all problems. Its to benifit them and their friends. As to the 911 we want it left in our county. We beleive our Shetiff, its working fine. You show us where and how much it will save Horton!!!!!!
I went to the commissioners meeting yesterday and ask questions that some voters wanted. Hull said the only reason they would move 911 would be money. Which did'nt fly with those voters as they say safty of resideants comes first. He also said it would be down the road if they did and they would probably have community forums to let residents have their say. The cost of 911 for 2008 was $82,299.20 left in fund at this time is $91,310.89 paid Watertown $12,000 for 2008 for southern part of county.(that will go up for 2009)appox to $25,500. This fund pays for 2 full and 2 parttime dispatchers. County gets $85,000 from 911 fees from telephone bills a year. If state raises it , it will be more. With only 25% to 30% being 911 calls that comes in it still makes no sense to move it to any of us from the meeting as we talked after meeting. The ambulance Director said I could quote him."I did'nt like it when I was in Grant Co. and I don't like the idea of it moving here either" (Grant Co. uses Watertown) Nothing against Watertown they have a great system but why should a county of our size go else where. Again Safty comes before money. I also ask why the county did'nt prepare better for cost of new jail as Pierre has done? Chairman Hull says the people that planned and built it never told them how much more staff they would need!!!! I dont beleive they are the ones to day. Should have checked with countys with same size jail!!!!! Hope this info clears up some questions for the voters. Claudia B.

Thank you for the information. Now with those numbers how can they save money by farming it out???? Also why dont they put their effort into getting other part back???? Wake up you commissioners we all know why you 3 want to do it. Its common knowledge that Horton thinks he can cut Vinces staff that way. He can't keep his lieing arrogant mouth shut. We do appreciate you going to the meetings Claudia. We all know they can't scare you off. They tried along with Dawn,Croymans and Kay to put you in prison and that didnt make you stop so they need to give up on you too. We are glad you speak up for us voters and that we have you to call.
You know what Horton, if you want to save the county some money, then quit collecting a paycheck. You seem like such a moron that whatever your getting paid by the county is TOO much. I don't work in the Sheriff's office (although I have told Vincent that if he ever needed my help, I would volunteer) but even I know there is NO WAY to cut staff w/ a jail the size of Roberts County. It's not rocket science, just common sense, which you seem to lack big time and Mr. Hull if it comes to saving money and officer safety then I have no issues paying anything if it's going to ensure that my husband and the rest of the Roberts County Sheriff's Department are safe while their out there working. You can't put a price on anyone's life but beleive me, if something ever happened to my husband while on duty and he wasn't protected just because you wanted to save a couple of "bucks" you and the rest of the idiot squad would be paying BIG TIME. Very well written Brooke Owen, We all feel that way about your husband and Deputys. We want them safe then we are safe!!!!! A few rejects in the county that are more interested in not paying more taxes to keep up with the times are what keeps Roberts Co in the Dark ages. Gang activity is increasing as are most crimes. When something happens to them then listen to them yell!!!!
First and foremost, I trust Vince's judgement on this issue. But knowing the problems Grant Co. has had with Watertown 911 and knowing mileage in our RC area I have to think we need to improve our dispatch capabilities and forget using Watertown. Our idiot CC's got us into this jail mess, based on outright lies given to the voters and are now trying to figure out how to cover their butts.Moen was one of the worst offenders with false information concerning operating costs of the new jail and now Hull, with his stupidity is continuing to follow the same path. It is time to tell the 3 amigos that we are sick nd tired of their picking on Vince and Chad and just try to do their job of meeting each and every Tuesday, and the occasional sale barn meeting, and shut up and let the opinion of the voters be heard and get us through the mess they have created for the last 4 or 5 years. I am sick of it!

Well from the numbers it looks like 911 can stay in our county. We want our county safe!!! Money is a poor excuse to sacrifice safty. Get with it you 3 dipsticks and do what is best for the county not what you think will make you look good!!!! Jim
Well Hull made it very public that the commissioners are concidering sending 911 to Watertown to save money. So he cares more about money than our or the officers safty. He has told the whole east part of the state what a fool he and his 2 cohorts are. Which in a way now they all know what we in Roberts county have to put up with. Man cant want untill next election. Also write up in Public Opinion proves Vince and Chad are running on less staff than a same size jail. They have less than the adult part of Brown county for adults and juvies and Brown has their own juvie staff. Hope you 3 dipsticks read this. Are you paying attention Horton or can you read???? Glenn
Great write up in Opinion about jail!!!! Vince and Chad are doing an excellent job with a skeliton crew. Thay need more staff and they should have it. How do they expect them to get contracts and stay up to code by running them short??? And commiss holler about overtime. Get with it you guys and realoze whats important in this county. Do you care enough to cut your wages or do it for nothing because you do care?? I dont think so. There are some of us out here who would. Want us to take over??? At least if we did we would know our county would be safe!!! We are the laughing stock of the state when it comes to our 3 that think they are so smart. Ok its time to get serious. Grant Co is lookinmg at taking theirs back!!!! We need to get back ours from the south and run it from our county. Watertown is not going to be able to produce everything they promise. I have that from a relieable sourse so do your jobs you 3 idiots in office and give Sheriff the staff he needs to run the jail and 911. You didnt plan well, take responsability for that and do what is necessary to make it work now!!!! Jim
Just to let everyone know, I walked out of commissioners meeting when Hull got rude. He did'nt want to hear the other side which convinces me he has a agenda all his own. I made a call on open meetings and was told 99% of your chairpersons are going to want to hear from the public but then you have 1% that are ------ and think the meeting is theirs and play bigshot and thats what he did. Does any one know when these dipsticks are going to decide on 911? 3/4 of county want it here and get the rest back. It all has to go back thru our dispath center so any one can see it needs to be here. At our meeting last night we were told and "we know this person knows what they are talking about" that having computers for the cars is not manditory so don't buy Hortons lies. We are checking out everything commiss say on this. Horton lies big time to make it look like he is right. Also found out Vince and Chad got a BIA contract. You 2 rock running that jail!!!!! See if you can get a comparison between costs out-of-county and costs for keeping 911 here. Where is the "savings" and just how much is it?
Vince quoted the southern part of RC is about $15,000, so what does the rest of RC cost now? What would all of RC being handled here at home run us?
We heard some complaints about Watertown and Grant county, anybody know just what those were about?

911 man from Pierre canceled coming. He will rescedule. Other wise not much new at meeting. All they talk on 911 it still is best left here. They do not have cost on it yet or what the state will say is manditory. Will probably be fall before they do. They would have to hire more dispatchers to handle Roberts County calls. Who do you think will pay for that???? Plus our 911 funds pay for 2 full time and 2 part time dispatchers and we would lose that. More cost to county!!!! I do beleive commissioners that were sceptical are now seeing its better here with the excetion of Horton. I'll be in Pierre the end of the month and I'll see what I can find out. Stay tuned!!!!! I scrunched some numbers from what Chad gave commissioners yesterday. With the 2 new contracts for BIA and Federal Marshels at 10 beds apeice they will clear $22,271, a month or $271,992 a year after all expences including paying 5 jailers salerys. So there is definetly a profit to taxpayers. Its not we will just break even as Horton says. If you have questions please talt to Sheriff Vince or Chad, they will give you the truth about whatever involes the jail. Also Vince put a check for April in the general fund for $34,154. So dont let anyone tell you they are not doing their share and more!!!! The above no. dont include any other monies from other countys,DOC,tribe or other Juvies they house just Feds and Bia. Would you beleive The Commiss wanted to fire Chad because he was to young and couldnt do the job. He's one of the best grant and contrat writers i've ever saw!!!!! Vince is a top notch Sheriff and they wanted to bribe him out among other things tried. The jail was dropped in their laps and they have made ot work and work great. Shows what great men they are. They could have sit on their hands and let it go down the tubes!!! But they wanted the voters of the county to be proud of their jail and did not give in to the pressure put on them and they are still going thru crap with some of the commiss. Great post on numbers, we out here need to know this. I agree with Jim those to men are doing a fantantic job of running the jail that they inherited. Its common knowledge that Hull and Horton would like to see it fail so they can blame Vince and Chad and we beleive its because these 2 men are smart native men. Much smater than those 2 and they dont like it, thats the only reason left. Hand in guys we're behind you!!!

Last Thursday night June 11 a 911 call came into Watertown and they dispatched the grant county ambulance to a call that was 15 miles south of sisseton instead of calling our ambulance dept.They couldnt tell the driver how to get there so it took a good forty five minutes instead of twenty minutes.Our dispatchers know the county and can help with directions.So forgot transfering thew 911 service. How can the commissioners be so STUPID.They are not following the will of the people so they need to be voted out.
